On March 20, 2020 the US Department of State issued a code 4 travel warning to the public. At that time only emergency passports were issued for a life and death emergency with valid proof.
The code 4 level states that no international travel should take place because of the Covid-19 health pandemic.
Since then as part of Phase one on June 11, 2020 the State Department opened 15 passport issuing facilities to deal with the 1.79 million backlog of passport applications and issue passports by appointment only for life and death emergencies.
Limited staff have been brought back to the passport facilities to handle the passport applications. Passport applications involve tight security measures adjudicated at the passport facilities.
Phase two which has not been given a date yet will have increased staff return to the passport facilities. Passports will be issued for life and death emergencies. Further, more appointments will be available.
Phase three which has not been given a date yet will resume back to normal operations with full staff and the start of expedited processing.

If you currently sent your passport application in it will not be expedited because the passport office is working on their current 1.79 million back log of passport applications.
